Crystal Twinkle Bell is Sailor Mini Moon's second technique. She uses this in Sailor Moon Super S, and first uses it in Episode 3, Sweet Dreams. She would use the Crystal Chime to summon Pegasus, who would then power up Sailor Moon's Energy Rainbow Moon Wand, giving her the power to use her finishing move, Moon Gorgeous Meditation.
